What layer of skin has nerves and blood vessels?

Isn’t a skin layer that has nerves and blood vessels hypodermis? Rather than dermis? I thought dermis has capillaries, blood vessels, and nerve ending. And hypodermis has blood vessels and nerve! ( I saw a question that blood vessels and nerves is dermis)
