I know periosteum has nerves and blood vessels. Does it also make osteoblast??

How a outer layer of bone can make osteoblast?? I saw this question on final exam.

This is an outer later, yes, that has large numbers of osteoblasts. Osteoblasts work on the outside layer to mineralize the bone… so it’s almost like they are building the outer layer. 

Some of this goes beyond the focus of the TEAS, but osteoblasts aren’t always active. Sometimes, they are flattened and inactive. Bones aren’t growing and producing new bone cells all the time.
